Employment Notification  for the post of Mining Sirdar in Technical & Supervisory Grade 'c' and Surveyor (Mining) in Technical & Supervisory Grade 'B'

Western  Coalfields  Limited  (WCll,   a  subsidiary  company  of  Coal India  Limited  (a  Maharatna Company of Govt. of India) is a major contributor  to fulfil the energy requirement of the Nation. We operate  highly mechanized Opencast and Under Ground Coal Mines spread over Madhya Pradesh and Maharashtra.

WCl invites application from Indian nationals possessingminimum qualifications required for regular appointment  to the post of Mining Sirdar in Technical & Supervisory Grade-'e' & Surveyor (Mining) in Technical & Supervisory Grade 'B' in its Under Ground (UG) and Opencast (OC) Mines in Areas situated in the State of Madhya Pradeshand Maharashtra.

(1) Positions/  Minimum  Qualification/  Vacancies: 

The Positions, Minimum Qualifications required and the Vacancy are given in Table 01. Table 01: Table showing Positions, Minimum  Qualifications, and Vacancy:

Note:-

1.  Presidential Directives and Government guidelines on Reservation to SC/ST/OBC(NCl)/  PWD/ Ex-Servicemen/EWSshall be followed.

2. The number  of vacancies shown  above are tentative  and may increase or decrease at the discretion of WCl management.

3. The    post   of    Surveyor   (Mining)    is   identified    for    PWD(OA).  Physical  requirements S.ST.w.L.MF.SE.RW.C[P. WD  (OA)  = Person  With  Disabilities  (One  arms  affected   (R or  L) -  (a) impaired  research (b) weakness of grip (c) ataxie).]

4. The date for determining the eligibility/suitability   of a candidate for the post shall be the date of Notification

5. Candidates  possessing higher  qualification   in  the   respective  discipline  /higher   statutory competency certificate are also eligible to apply.

6. Candidates possessingrestricted Competency Certificates are not eligible.

7. First Aid certificates should be issued by the centers approved by DGMS. (2) Probation Period and Pay:

I) Mining Sirdar

Candidates selected will be inducted as Mining Sirdar in Technical and Supervisory Grade 'C in the initial  Basic pay of Rs. 31,852.56 per month. Besides basic pay they will be eligible for DA and  other  allowances and facilities  as per the  National  Coal Wage Agreement-X (due for revision).  They will be on probation for  a period of six (06) months from the date of joining. After  successful completion  of  probation  period,  they  will  be confirmed  in Technical and Supervisory Grade-C.

II) Surveyor (Mining)

Candidates selected will be inducted as Surveyor (Mining) in Technical and Supervisory Grade-B in the initial basic pay of Rs.34,391.65 per month. Besides basic pay they will be eligible for DA and other  allowances and facilities  as per the  National Coal Wage Agreement-  X (due for revision). They will  be on probation  for a period of six (06) months from the date of joining. After  successful completion  of  probation  period,  they  will  be confirmed  in Technical and Supervisory Grade-B.

(3) Minimum  & Upper-Age Limit:

i. The age of the applicant should not be lessthan 18 years & the Upper-age Limit will be 30 years as on the date of Notification i.e. 19.01.2023.

ii. The Upper-age limit will be relaxed by 5 years for SC/STcandidates and 3 years for OBC (Non­ Creamy  layer)   candidates.  The  Upper-age  limit  for  candidates  who  had  originally  been domiciled in the state of Jammu & Kashmir during the period from 01.01.1980 to 31.12.1989 & For Ex- Servicemen/  PWD, age relaxation is applicable as prescribed by Government of India Order issued from time to time. Upper-age limit is not applicable for employees of WCl, Cil and other Subsidiaries of CIL.The Date of Birth as recorded in the Matriculation/   SSC/High School/ Equivalent Examination certificates or Birth Certificate issued by State Authority  only will be accepted. No subsequent request for change in Date of Birth will be entertained. 

(4) Selection Process:

i. The selection will  be based on the  marks obtained by the candidate in the written  test. The mode, venue and date of the  test  shall be communicated  to  the  candidates through  WCL website.

ii. The written  test will be of 100 questions of Maximum 100 marks, each question will carry 01 mark. The duration of the test shall be of 90 minutes. The test will comprise of multiple choice questions with four options of which one option  will' be the correct answer.  There will be no negative marking for wrong response. If the written  test is conducted in offline mode, Question booklet  (in Hindi and English) will  be provided along with  an OMR sheet, at the start of the examination.  Instructions  (in Hindi &  English) for  candidates will  be given on the  question booklet.  The written   test  will  comprise  of  questions related  to  statutory  provisions, other information   relevant  to  the  respective competency  certificates,  general awareness, mental ability  etc.   In case, the test is conducted  in online  mode then  separate guidelines shall be communicated to the candidatesthrough  WCLwebsite.

iii.  Maximum  marks  of  the  written examination  and  pass marks for  respective  category  of candidates shall be as below. 

iv. Candidates will  be allowed  to  appear in the  written  test  on the  basis of their  declaration, regarding their  eligibility,  in the online application and on submission of the print out of the application filled online, duly affixed with recent passport size colour photograph and signature, along with Original Demand Draft and self-attested copy of uploaded documents which have to be sent by speed post. In case of non-receipt of application along with original Demand Draft (if applicable) as above, their  candidature  will  not  be considered. Scrutiny/  Verification  of the applications with  original  documents/certificates  of shortlisted  candidates will be done after declaration of result of the test.  Candidates shall be shortlisted on the basis of marks obtained in  the  written   test.  Such shortlisted  candidates  will  be called for  scrutiny/verification   of documents/certificates  as per merit in the respective category.  The zone of consideration for scrutiny of documents shall be 3 times the number of vacancies in each of the category. The shortlisted candidates shall have to appear for scrutiny/verification  along with a printed copy of the application uploaded, original certificates/documents  as per the eligibility criteria notified in this advertisement.  The date, time  and venue for scrutiny/  verification  will  be notified  in the official website of WCL.  If the particulars mentioned  in the application/documents  regarding age, caste, educational/technical  qualification,  competency and other details do not match or are not found to be in conformity  with the eligibility criteria mentioned in this notification, the. candidature of such applicants shall not be considered for empanelment and their candidature shall stand rejected.   The candidates, who do not appear for document scrutiny / verification before WCLAuthorities on the dates of Scrutiny on the notified date, shall not be considered for final empanelment for appointment.

v. After scrutiny/  verification  of documents the 'Merit  panel' of candidates on the basis of their marks in respective category will  be published, in the  order of marks scored, in the  official website of WCL. 

vi.  In case of a tie  in marks obtained  in the test,  it will  be resolved first on the basis of date of passing of Mining  Sirdar/Overman/Higher  Competency Certificate or Surveyor (Mining) Competency certificate  as the case may be. The candidate who  has passed the Competency certificate  earlier,  shall  be  placed above the  candidate  who  has passed the  Competency certificate  subsequently in the  empanelment.   If there  is a tie  again, then the Date of  Birth (elder being the first)  and then  by alphabetic  order of their  first  name as appearing in the Matriculation  certificate will be considered for deciding the merit position.

vii. Provisional offer of appointment  will  be issued to the selected candidates in accordance with their  relative  merit  position  and with  due consideration  of the  reservation  of  posts to  the reserved category candidates against vacancies.

viii. If it is found during the Scrutiny/ Verification, or even after that during the probation period, or even during the  course of  employment,  that  the  candidate  has not fulfilled  the  criteria  of eligibility  in any respect, his/her candidature will  be cancelled, and appropriate  action will be initiated against him.

(5) Application / Examination Fee:


Note 1:  Applications  of  candidates  from   Unreserved  (UR)/OBC-Non Creamy  Layer/EWS category without  the  prescribed Fees (Demand Draft) will  not be entertained  and summarily rejected. No representation against such rejection would be entertained.

Note 2:  Application Fee is non-refundable under any circumstances.

Note 3:  Any tax or Bank charges other than the application fees as prescribed above will be borne by the candidates.

Note 4: Application  Fees is only acceptable through  Demand Draft  in favour  of Western Coalfields Limited, Nagpur. There will  be no other mode of payment of application fees. WCLwill not be responsible, in case a candidate deposits the fees by any other mode.
(6) General Instructions for Candidates:

1) Before submitting the application, the candidate must ensure that he fulfills all the eligibility and other norms mentioned in the advertisement. The candidate may check the information such as Name, date of birth, caste, category, personal ernail-id, Aadhar Number, Address for correspondence  with   PIN code  etc.  furnished   in  the  application   form   before  finally submitting the application, as no request for any correction will be entertained later.

2) Candidates are advised to submit  only one application and in case the candidate submits multiple  applications, then such applications are liable to  be rejected, for  which only the candidate will be responsible.  Hence the candidates are advised to be careful and ensure correct and complete details are mentioned in the application and all requisite documents are also enclosed with it before finally submitting the application in the portal.

3) The decision of WCL management regarding eligibility  criteria, acceptance or rejection  of applications, mode of selection to the post etc. shall be final and binding on all candidates. Mere fulfilling  of  required  qualification  and job  requirements  will  not vest any right  on candidates for being called for test / document verification / empanelment or selection. No correspondence will be entertained from the candidates found ineligible and not called for the written  test / documents verification.                                         

4) Mere submission of application and issuanceof Admit Card to a candidate will not imply that his/ her candidature has been cleared by WCL. The candidature shall remain provisional till such time  WCL verifies  the  eligibility  conditions  with  the  original  documents  after  the candidate qualifies in the written test and confirms appointment.

S) No  relaxation  in  the  educational  &  technical  qualifications  prescribed  in  Table 01,  is admissible for any category of candidate.

6) Wherever CGPA/OGPA/DGPAis awarded, equivalent percentage of marks must be indicated in the application form as per the norms adopted by Board and documentary proof of such norms/valid certificate as on date of notification should be enclosed with the application.

7) Minimum   qualification   acquired  through   distance  learning/   part-time   or   equivalent qualification shall not be considered.

8) Candidates  should   carefully   fill   up  their   category   (General/EWS/SC/ST/OBC(NCl)/Ex­ Servicemen etc.) in the Application form. Candidates should also upload valid caste/category certificate along with the online application. If no caste/category certificate is uploaded with the  application,  then  the  candidate  shall  be considered  as general candidate  only.  No request for change of category shall be allowed at later stage of selection process.

9) Vacancies reserved for OBCcategory are available only to OBCcandidates belonging to Non­ Creamy layer   (NCl)  category.  Candidates applying  against vacancies reserved for  aBC should note that  they are required to upload a valid caste certificate and valid non-creamy layer  certificate  along with  the  Application  and  also submit  the  same at  the  time  of document verification  in support of their  belonging to OBCcommunity  in the central list of aBC issued by Govt. of  India, in the  prescribed format  for  this purpose. The aBC (NCl) certificate   issued for  educational  purpose  will  not  be  considered.  Candidates of  aBC category who do not belong to non-creamy layer category may apply for the post as General category candidate.

10) The Caste Certificate/EWS certificate/category  certificate submitted by the candidate will be verified  from  the  issuing Authority.   The  candidature  will   be  cancelled  if  any  of  the certificates/qualification   submitted  by the candidate are not found satisfactory/genuine  at any stage of selection process.

11) EWS/SC/ST/ OBC (NCl)/  Ex-Servicemen-certificates issued by Competent Authority  should either be in Hindi or English.

12) Ex-servicemen must be discharged from Army as on the date of Notification

13) At any stage of recruitment or later, if a candidate is found guilty of any misconduct such as:
(a)Indulge in impersonation; or
(b)Resorting to  any irregular  means in connection  to  his/  her candidature  during selection process; or
(c)Using undue influence for his candidature by any means; or
(d)Submitting false certificates/ documents or suppressing any information  at any stage; or
Giving    wrong    information    .regarding    his/her    category    (EWS/SC/ST/OBC(NCl)/Ex­ Serviceman), while appearing in the examination or thereafter;  his/ her candidature will be summarily rejected and/or  will be terminated  from  service, apart from  initiating  any other action or taking legal recourse as deemed fit.

14) All correspondences with the candidates shall be done through Official WCLWebsite/  Email!
Postal Mode/  Speed Post/ Registered Post and all general information  shall be provided through   WCL website.   However,  admit   card  will   be  provided   orily  through   official website/recruitment   portal and the candidates will  have to download the admit card. The responsibility of receiving, downloading,  and printing of application form,  Admit Card and other  information   shall be of  candidates. WCL will  not  be responsible for  any  loss of document due to invalid/  wrong/  incomplete contact details provided by the candidate or for delay/ non-receipt of information.

15) Candidates are advised to apply much before the closing date for submission of Application mentioned in this advertisement to avoid last minute network congestion.

16) WCL will  not bear any liability  on account of service bond/  salary/ leave salary/ pension contribution,   etc,  if  any, of  previous employment  of  any candidate  already working  in Central Govt./ State Govt./ Autonomous Body/ Public Sector Undertaking.

17) Candidates employed in Govt./  Semi Govt. / Public Sector Undertaking/ Autonomous Bodies are required to produce 'No Objection Certificate'  along with  the application and produce relieving order from the Organization in the event of selection, at the time of reporting for joining.

18) Selected candidates may be posted in any UG Mines or OC Mines of any Area of WCL and are liable to  be transferred  to  any Area of WCL any time  during their  service as may be required. The request of appointed candidates for transfer to other subsidiaries of CILwill not be considered in any case.

19) Appointment  of selected candidates will  be subject to  they  being found  fit  in the  Initial
Medical Examination as per the laid down medical standards of the Company.


20) Selection of candidate shall be provisional, subject to verification  of documents relating to eligibility criteria, character, antecedents and other documents submitted  by the candidate and is also subject to his/ her meeting other requirements applicable for appointment  under the rules of WCL.

21) The  mode  &  date  of  examination   and  other   details  will   be  subsequently  informed.
Candidates will have to appear at the Centre/ Venue allotted to them by WCLfor the test at their own expense.

22) Only SCI ST candidates called for written  examination will  be reimbursed up to  2nd Class Non-AC fare as per rules, on submission of claim along with  railway 'receipt /  bus receipt ticket for the shortest route.

23) WCL management  reserves  the   right  to   modify/   alter/   restrict/   enlarge/  cancel  the recruitment  process, and revise the number of vacancies, at its discretion without  assigning any reasons whatsoever. The decision of the WCL management will be final and no appeal will be entertained in this regard.

24) All future communication/  information  regarding this recruitment  will be made available on WCL website.  Candidates are advised to  check/ visit WCL website  (www.westerncoal.in) regularly for further  updates.

25) Management reserves the right to modify the number of vacancies or any other conditions as per requirement of the company. ' 
 
26) Jurisdiction of court for any dispute will be at Nagpur.
 
(7) How to Apply:

a) Candidates are  advised to  go through  the  complete  advertisement  carefully  for  assessing his/her   eligibility   in  accordance  with   the   qualifications   and  other   norms  of  Age  and caste/category  etc.   Before submitting  the  application  form,  the  candidate will  ensure his eligibility as on the date of notification.

b) Candidates belonging to EWS/ SCI ST/ OBC/ Ex-Servicemenshould submit self-attested copies of valid certificates issued by the Competent Authority to that effect along with the application. aBC candidates are required to submit latest Other Backward Classcertificate  (Non- Creamy Layer) in the format as applicable for Central Government posts. Steps to Fill Registration Form Follow the steps as mentioned below to complete the Exam Registration process.

Step 1: Visit the official website of WCL

Step 2: On the homepage, click on Recruitment»    Online Application for post of Mining Sirdar in Technical & Supervisory Grade C and Surveyor (Mining) in Technical & Supervisory Grade- B. Step 3: Click on "NEW REGISTRATION"

Step 4:  Enter your Email ID and Mobile  Number to register yourself. The Email ID will be the
Username & Mobile No. will be the Password.

Step 5: Login with  username and password and fill in the requisite details in the application form.

Step 6: Upload required  scanned documents,  coloured  passport size photograph  in "jpeg" format and scanned signature in "jpeg" format as required in the application form.

Step 7: Candidates are required to fill Demand Draft No., date of issue, amount, issuing bank and Issuing Branch in the  application for  Application  fee of  Rs. 1180/-  (including GST) and uploading of copy of Demand Draft as proof.

Step 8: Check all the details and click on "Submit".

Step 9: Download/print   a copy of the  application form  and uploaded documents for future reference/requirement  of the candidate.

Step 10: Take a printout  of the application  and enclose relevant documents as given below along  with  Original  Demand  Draft  for  submission  through  Speed  Post only  to  General Manager (P/IR), Industrial Relations Department, Coal Estate, Civil Lines, Nagpur - 440001: -

iv. Self-attested  copy of valid  Mining  Sirdar Competency Certificate/valid   Gas testing certificate/valid First Aid certificate  (Only For candidates applying for the post of Mining Sirdar)

v. Self-attested  copy of valid Surveyor Competency Certificate (Only For candidates applying for the post of Surveyor (Mining))

vi. Self-attested   copy   of   Diploma   in   Mining   and   Mine   Surveying/Degree   in   Mining
Engineering/other  technical qualification  if-any.

vii. Self-attested  copy of all Marks sheet of Diploma /  Degree. Self-attested  copy of  higher qualification,  if any.

viii. Self-attested copy of valid Caste certificate.

ix. Self-attested copy of valid EWS/ Ex-Servicemencertificate  as applicable. x.    Original Demand Draft for Application /Examination  Fee.

xi. NOC in case the candidate is employed in any other Government organization.

xii. Self-attested  copy  of  10 card  issued by  concerned  Department   in  which  NElS No.  is mentioned  is required if candidate is employed in CILor in any of its subsidiaries.

v. Self-attested    copy  of valid  Surveyor   Competency   Certificate   (Only  For candidates   applying for  the  post  of Surveyor   (Mining))

vi.  Self-attested      copy    of    Diploma     in   Mining     and    Mine    Surveying/Degree       in   Mining Engineering/other      technical   qualification    if any.

vii. Self-attested     copy  of  all  Marks   sheet  of  Diploma   /  Degree.  Self-attested    copy  of  higher qualification,     if any.

viii. Self-attested    copy of valid  Caste certificate.

ix. Self-attested    copy of valid  EWS /  Ex-Servicemen   certificate    as applicable. x. Original   Demand  Draft  for  Application    /Examination     Fee.

xi. NOC in case the  candidate   is employed   in any other  Government    organization.
